During <br /> the telephone conversation the Flour Daniel GTI representative indicated that the <br /> budget for the September 3, 1997 workplan included 16 composite stockpile <br /> samples at a ratio of 4:1 for a total of 4 samples to be submitted for analysis. <br /> The approved September 3, 1997 workplan submitted by Flour Daniel GTI states <br /> "Flour Daniel GTI will obtain a total of sixteen separate composite soil samples <br /> from the stockpiled soil presently on site." PHS/EHD soil stockpile sampling <br /> protocol requires one discrete sample for every 25 cubic yards of soil. The <br /> calculated stockpile volume of 339 cubic yards requires 14 discrete soil samples. <br /> Thirteen samples were obtained on September 19, 1997 based, on the volume <br /> and configuration of the stockpiled soil. <br /> In addition the approved September 3, 1997 workplan submitted by Flour Daniel <br /> GTI states "If the soil stockpile analytical results indicate the stockpile contains <br /> petroleum hydrocarbons or lead below minimum detection limits, soil from that <br /> stockpile will be used to complete the backfill of the excavation... PHSIEHD <br /> approved using the stockpiles for backfill material pending the results of the <br /> analytical stockpile sampling. <br /> The language in the workplan indicates that 16 samples will be used to determine <br /> if the stockpile can be used as backfill. Although the workplan calls the <br /> samples "composites" there is no mention of a composite ratio or a total number <br /> of samples other than 16. In order to stay in compliance with the workplan and <br /> PHSIEHD protocol all 13 discrete stockpile samples should be submitted for <br /> analysis. <br /> A Division of San Joaquin County Health Care Services <br />
