a
July 2, 1996
9G16
Chandler Martin
SJCCDD
Development Services Division
Dear Mr. Martin:
This is a response to the application for a minor subdivision at 22800 N. Sowles Rd. (parcel
#007-060-22).
Our property is located directly West of the above mentioned parcel. There is a natural
drainage ditch that borders the North side of our property. All water from the East side of
Sowles Rd. runs across the road and into the ditch. Consequently, during the winter and
spring months, the East and North sides of our property sit under a foot of water. The
drainage ditch is unable to carry enough water away to prevent flooding, rendering our
property virtually unless during these months.
WE ARE NOT OPPOSED TO THE PLANNED SUBDIVISION. We are most concerned
with the possibility of increased flooding from improvements on this property.
The referral states that "no change" will be made to storm drainage. It also states there is "no
history of flooding". We feel this to be inadequate information. According to Public Works,
this area has a long history of seasonal flooding and drainage problems.
We are therefore requesting, that specifice improvements for storm drainage be incorporated
in this application. We ask that personal or public property improvements not cause
increased runoff across Sowles Road to an already inadequate drainage area.
We have made several inprovements to our own property to lessen the effects of flooding,
and feel no further monetary burdens should be placed on us due to this development.
We request a copy of the "ENVIROMENTAL IMPACT REPORT", be sent to us. Thank you
for you anticipated cooperation in this regards.
Sincerely,
r
J
Mr. Rodney Ashworth
22801 N. Sowles Rd.
Acampo, CA 9220
