Analysis <br /> BACKGROUND: <br /> On January 19, 1995, the Community Development Department approved Site Approval Application No. <br /> SA-94-45 for construction of a truck sales, service, and parts facility and a truck terminal on 19 acres of <br /> a 26-acre parcel. The truck sales, service, and parts facility will be operated by Delta Truck Center and <br /> is located on the northwestern 6 acres of the 26-acre site. The proposed sign is to be located in the <br /> landscape strip along the Harlan Road frontage. <br /> The proposed sign is located at Delta Truck Center's current facility at 3655 E. Cherokee Road in <br /> Stockton. Delta Truck Center is moving its operations from Cherokee Road to its new facilities on Harlan <br /> Road and would also like to move the existing sign to the new site. <br /> The Community Development Department is processing a Text Amendment to amend the sign ordinance. <br /> The amendments were recently reviewed by the Ordinance Subcommittee and received a favorable <br /> recommendation. The proposed standard height and size regulations for freestanding signs in industrial <br /> zones are as follows: <br /> Size of signs <br /> Pole signs shall not exceed 60 square feet per sign face, and monument signs shall not exceed 80 square <br /> feet per sign face. The sign face area may be increased by up to 20 square feet for each additional <br /> tenant (more than one on the site) to a maximum size of 140 square feet. <br /> Height of signs <br /> Pole signs shall not exceed 45 feet in height, and monument signs shall not exceed 8 feet in height. <br /> The proposed sign has an area of 160 square feet and would not meet the above area requirement. The <br /> proposed height of 38 feet would meet the above height requirement. However, the proposed sign could <br /> be permitted with an approved Site Approval application under the draft Text Amendment application. <br /> The proposed amendment provides for modifications of the standard requirements when the following <br /> findings can be made: <br /> 1. The proposed signs are consistent with the size of the facility and related structures, the location <br /> of the public access to the development, and other signage in the vicinity. <br /> 2. The proposed signs reflect and support a desirable visual quality of development. <br /> 3. The height, size, and number of the proposed signs are the minimum required to identify and <br /> direct the public to the activities, services, and products available on the site. <br /> Staff has determined that those findings can be made for the proposed sign. However, that Text <br /> Amendment is not likely to be acted on by the Board of Supervisors until mid-June, and the applicant has <br /> indicated that it is important to install the sign as soon as possible to correspond with their May 1 st grand <br /> opening. <br /> San Joaquin County VR-96-1/Howard <br /> Community Development Page 5 <br />
