Zolezzi
Neumiller and Beardslee
509 West Weber Avenue
Stockton, CA 95203-3165 FC1N
Dear Ms. Zolezzi:
Thank you for your March 2, 1989 letter regarding the proposed
residential„ subdivision located in Lathrop, San Joaquin County
(SU-88-14) .
The Department of Health Services has expressed concern (letter to
Kitty Walker, San Joaquin County Department of Planning and
Building Inspection dated November 8, 1988) with the proposed
development property regarding two matters:
(1) Possible hazardous waste disposal at Air Products and
Chemicals, Inc. (Air Products) located within 2 , 000 feet of
the proposed subdivision.
(2) Historical uses of three aeration basins located on the
proposed subdivision site.
On February 7 , 1989 , Mr. Al Fong of our Region 1 office inspected
the waste disposal area at Air Products. We have determined that
this disposed material, consisting of 1/4 inch diameter alumina
balls, is non-hazardous and does not represent a potential health
hazard to future residents at the proposed subdivision. However,
to avoid further problems with the disposal area, we recommend that
Air Products clean up the alumina balls.
We also reviewed the letter you provided us from the San Joaquin
County Local Health District dated April 26, 1988 , regarding the
three aeration basins located on the proposed subdivision. Based
on this information, we believe that the procedure recommended by
the Health District will be adequate to eliminate our concern with
these ponds.
At this time, we have no reason to believe there is an existing or
potential health hazard to future residents at the proposed
subdivision. Therefore, it is not necessary to submit a border
zone property request. However, if any new information indicates
there is a significant health hazard from a hazardous waste
disposal within 2 , 000 feet of the proposed subdivision, or from the
former aeration basins located at the property, a border zone
determination may be necessary.
