Documentation in the file shows Pacific Coast Producers <br /> was aware of this but, due to the start of their busy season, they <br /> elected to backfill the excavation using, in part, the previously <br /> excavated contaminated soil. Further assessment was to be <br /> scheduled during the off season when it would not interfere with <br /> their production operations. <br /> The environmental assessment that Dufour Environmental and Resource <br /> Management conducted for this site was without regulatory <br /> oversight. The data generated from the hand angered borings was <br /> inadequate for this office - to use in considering this site for <br /> closure for the reasons explained in the letter to Pacific Coast <br /> Producers dated September 12, 1991. <br /> In addition, the report submitted by Dufour Environmental and <br /> Resource Management was incomplete. The enclosed guidance <br /> documents (Tri-Regional Board Staff Recommendations for Preliminary <br /> Evaluation and Investigation of Underground Tank Sites and Appendix <br /> A) may be referred to for specific requirements for all reports <br /> being submitted to this office. <br /> All monitoring wells and soil borings drilled for the purpose of <br /> subsurface investigations require a permit in San Joaquin County. <br /> Authority for this requirement can be found in the Ordinance Code <br /> of San Joaquin County, specifically under Title 5, Division 4, <br /> Chapter 2, Sections 5-4100 and 5-4101. <br /> A Dhision of San fnaquin County Hcalth Care Services �� <br />
