Chemical is called Bio Clean. pH is between 7-9. Spill has been cleaned up. <br /> OBSERVATIONS: <br /> Called Nathan Christman, PG&E Environmental Field Specialist, to confirm details of spill. Cleaning solution was released <br /> onto soil during pipeline cleaning. A 10% solution of the Bio Clean cleaner was run through the pipeline and collected into a <br /> vacuum which overflowed from the vacuum container onto soil. The spill was cleaned up using a shovel to scoop dirt and a <br /> vac truck to collect liquid. No impact to waterways. Half of a 55 gallon drum of waste was collected from clean-up. Waste <br /> was left at the spill site pending hazardous waste determination. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> ■ Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> El Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> CORRECTIVE ACTIONS /ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Submit documentation of clean-up, hazardous waste determination, and disposal records to the EHD. <br /> ° Other Correction <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
