Hazardous Waste Contingency Plan <br />Holz Rubber Company <br />appears in Section 2.1. Appendix C includes a list of all emergency and decontamination equipment <br />at the Site. The physical location of the emergency or decontamination equipment is provided as well <br />as a physical description. Also included in Appendix A is an evacuation plan for the Site in the event <br />that an evacuation is necessary. <br />1.3 Relation with Other Plans — 40 CFR 262.261 (c) <br />This contingency plan is a separate, stand-alone plan. The facility also maintains and implements a <br />Stormwater Pollution Prevention Plan (SWPPP) and a Hazardous Materials Business Plan (Hl\LBP), <br />containing a Consolidated Emergency Response/ Contingency Plan. <br />1.4 Quick Reference Guide — 40 CFR 262.262 (b), 22 CCR 66262.262 (b) (proposed) <br />The Site is required to prepare and submit a quick reference guide of the contingency plan to the local <br />emergency responders identified in this plan, including the Local Emergency Planning Committee, as <br />appropriate. The quick reference guide must include the following elements: <br />• The types/names of hazardous wastes in layman's terms and the associated hazard associated <br />with each hazardous waste present at any one time (e.g., toxic paint wastes, spent ignitable <br />solvent, corrosive acid); <br />• The estimated maximum amount of each hazardous waste that may be present at any one <br />time; <br />• The identification of any hazardous wastes where exposure would require unique or special <br />treatment by medical or hospital staff, <br />• A map of the facility showing where hazardous wastes are generated, accumulated and treated <br />and routes for accessing these wastes; <br />• A street snap of the facility in relation to surrounding businesses, schools and residential areas <br />to understand how best to get to the facility and also evacuate citizens and workers; <br />• The locations of water supply (e.g., fire hydrant); <br />• The identification of on-site notification systems (e.g., a fire alarm that rings off site, smoke <br />alarms); and <br />• The name of the emergency coordinators) and 7/21 -hour emergency telephone numbers) <br />or, in the case of a facility where an emergency coordinator is continuously on duty, the <br />emergency telephone number for the emergency coordinator. <br />(c) Generators must update, if necessary, their quick reference guides, whenever the contingency plan <br />is amended and submit these documents to the local emergency responders identified at paragraph (a) <br />of this section or, as appropriate, the Local Emergency Planning Committee. <br />The Quick Reference Guide is included in Appendix A. <br />1.5 Amounts and Hazards of Waste Accumulated On-site <br />The largest amount of hazardous waste. generated at the Site results from used grit. Used grit is <br />generated from finishing operations. A steel grit and glass bead blaster is used to prep metal for <br />bonding with cement. Following blasting activities, some grit is no longer usable and is cleaned out <br />and containerized to await shipment by a contracted waste hauler. Used grit is classified as California <br />hazardous and is not a RCRA hazardous waste. The used grit is cleaned out on a biannual basis. <br />
