The Emergency Coordinator shall <br />assess the interaction of spilled substances with water (as required) and/or other substances stored at <br />the facility and notify on -scene response personnel of the assessment. <br />The Emergency Coordinator will coordinate management of the release and evacuating the Site, if <br />necessary. The Emergency Coordinator will communicate with internal and external emergency <br />coordinators as necessary. A full list of external emergency contacts can be found in Appendix B. <br />The Emergency Coordinator shall be familiar with state and federal regulations concerning oil, fuel, <br />and hazardous materials/wastes, and will contact appropriate agencies in the event of a release. The <br />Emergency Coordinator is responsible for filing reports, record-keeping, and snaking notifications <br />required by regulations. The Emergency Coordinator will make the necessary arrangements for the <br />disposal of collected spills and cleanup materials. <br />2.2 Emergency Procedures — 40 CFR 262.265, 22 CCR 66264.56 <br />Emergency procedures begin with discovery and initial response. Initial response addresses <br />notification, identification and assessment, and implementation and mobilization of response <br />resources. Refer to Appendix B for the Emergency Notification Phone List. <br />2.2.1 Notification — 40 CFR 262.265(a), 22 CCR 66264.56(a) <br />When an emergency incident occurs, the observer will immediately notify the Emergency Coordinator <br />or the alternate. Other spill response support will be notified by the Emergency Coordinator as <br />needed. If the incident is beyond the Site's spill control capabilities, then notification will be made to <br />other response agencies for assistance.
