EDMUND G BROWN JR.
(' (i(IVCDNOD
ca L IS ON.I• MATTHEW RXnR'OUEI
r;H,u nHv an
Water Boards NMGNIAL v O.U-0n
Central Valley Regional Water Quality Control Board ®
22 March 2012
Mr. John Trinkle PM'TIFM
24551 Kasson Road
Tracy, CA 95304-9518
NO FURTHER ACTION DETERMINATION, TRINKLE AND BOYS FLYING SERVICE,
31244 SOUTH HIGHWAY 33, SAN JOAQUIN COUNTY
In a 16 December 2008 letter, California Water Quality Control Board, Central Valley
Region (Central Valley Water Board) staff concurred with a monitoring well installation
work plan and sampling program to evaluate if historical practices at Trinkle and Boys
Flying Service, Assessors Parcel Numbers (APN) 255-31-039, and -040 had affected
groundwater.
In 1989 and 1992, four underground fuel tanks were removed. Most of the buildings
were removed in 2006, and most of the site has been in agricultural production for
several years. Four quarters of groundwater monitoring shows that pollutants are not
detected. The groundwater monitoring wells were removed in November 2010.
Additional details on the site history and investigation are found in the attached
Memorandum. The Central Valley Water Board concurs with Trinkle and Boys Flying
Service that the remaining levels of dicamba, 2,4-D, and dinoseb in soil do not pose a
threat to human health, the environment, or waters of the State.
On 9 August 2011, Central Valley Water Board staff circulated a fact sheet describing
the site history and investigative results, and notifying interested persons of their
opportunity to provide comments on the proposed environmental closure consideration.
Concerns were expressed by a neighbor, and Central Valley Water Board staff sampled
two domestic water supply wells and analyzed the well water for pollutants that had
been found at Trinkle and Boys in the past. No pollutants relating to historical pesticide
applicator operations were detected at or above laboratory reporting limits in either of
the domestic supply well samples.
Trinkle and Boys Flying Service has satisfactorily completed site investigation and
achieved applicable remedial action standards and objectives. Therefore, no further
action is required as of the date of this letter.
Issuance of a No Further Action Determination does not preclude future action by the
Central Valley Water Board if subsequent monitoring, testing, or analysis of Trinkle and
Boys Flying Service indicates that the remedial action standards and objectives were not
KARL E.
