SANJOAQUIN <br />— COUNTY <br />Environmental Health Department <br />Permit By Rule Treatment Facility Inspection Report <br />Facility Name: <br />CALIFORNIA TANK LINES INC <br />Facility Address: <br />3105 S EL DORADO ST, STOCKTON <br />Date: <br />September 22, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS Il, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />104 <br />CCR 67450.3(c)(1) Failed to submit an onsite annual hazardous waste treatment notification by January 1. <br />OBSERVATION: This facility is treating hazardous waste but has not submitted the annual treatment notification <br />information to the California Environmental Reporting System (CERS) by January 1 for the following years: 2019, <br />2020. <br />REGULATION GUIDANCE: <br />The owner or operator of a fixed treatment unit (FTU) that treats hazardous waste shall submit in the California <br />Environmental Reporting System (CERS) the following sections: the Business Activities Page, the Business <br />Owner/Operator Page and the Onsite Hazardous Waste Treatment Notification -Facility page and subsections. The <br />submittal shall be made by January 1 of each year following the first treatment of waste with the FTU, and by <br />January 1 of each subsequent year. <br />CORRECTIVE ACTION: Immediately submit the required annual Hazardous Waste Treatment notification in CERS <br />for review by the San Joaquin County Environmental Health Department (EHD). Provide a corrective action <br />statement and supporting documentation to the EHD within 30 days. <br />This is a Class II violation. <br />107 <br />CCR 67450.13(a)(2) Failed to annually adjust the closure cost estimate and certification of financial assurance. <br />OBSERVATION: This facility is treating hazardous waste but has not submitted by March 1 an inflation adjusted <br />written estimate of the cost of closing the fixed treatment unit (FTU) and financial assurance certification to the <br />California Environmental Reporting System (CERS). The facility did not make any financial assurance submittals to <br />CERS for 2019 and 2020. <br />REGULATION GUIDANCE: <br />The owner or operator of a fixed treatment unit (FTU) shall adjust the closure cost estimate to close each unit every <br />year by March 1. The adjustment shall be made as specified in subsections (a)(2)(A) and (a)(2)(B) of this section, <br />using an inflation factor derived from the annual Implicit Price Deflator for Gross National Product as published by <br />the U.S. Department of Commerce in its Survey of Current Business. The inflation factor is the result of dividing the <br />latest published annual Deflator by the Deflator of the previous year. <br />(A) The first adjustment is made by multiplying the closure cost estimate by the inflation factor.
