The following is an itemized list of hazardous waste violations that have not been <br /> addressed for ALL STAR HEAVY HAUL & TOW as of Januaryl0, 2020. <br /> Open violations from October 15, 2019 inspection <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> Two open drip pans were observed in the facility yard containing oil. One brown plastic drip pan containing oil was <br /> observed in the south east quadrant of the facility yard on the asphalt next to a truck with the license plate number <br /> 4DBY555. One black plastic drip pan containing oil was observed against the south wall of the facility on the ground <br /> positioned halfway on asphalt and half way on the dirt area lining the south perimeter wall. <br /> Spilled oil was observed next to two quart sized containers of motor oil in the storage shipping container in the south <br /> west area of the facility yard. <br /> Several oil spills and stains were observed around the facility yard around and under vehicles. Many oil spills were <br /> observed covered in sandy absorbent. According to David Marin, wrecker operator, the sandy absorbent is <br /> periodically swept up with a mechanical sweeper. The contents of the sweeper are then discarded into the regular <br /> waste dumpster. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately containerize and properly label the hazardous waste streams identified above <br /> and clean up oil stains. If the oily absorbent is determined to be hazardous waste containerize and properly manage <br /> this waste. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department describing <br /> the storage and final disposition of the cleaned up waste. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 5 of 5 <br />
