SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BILLJAR VALERO 153 E ELEVENTH ST,TRACY January 23, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br /> opportunity. <br /> OBSERVATION: The 208 sensor in the 87-main fill sump was observed to be stuck on the top portion of the sensor <br /> holder/tube and not located to detect a leak at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br /> Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> OBSERVATION:Approximately 2-4 cups of liquid was observed in the 87 (main)and 91 product fill sump. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed all liquid from the 87(main)and 91 product fill sump. <br /> Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 319 CCR 2635, 2637.1,2665, 2712 No spill bucket,failed to contain 5 gallons, no means to keep it empty, or failed to be <br /> tested. <br /> OBSERVATION: The 87(slave)spill container failed when tested. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: The drain valve in the spill container was cleaned, adjusted and retested during the <br /> inspection.
