Memorandum <br /> UN®CAL76 <br /> November 21, 1994 <br /> To: Ron Senner <br /> From: Ed Ralston <br /> S i t e R e m e d i a t i o n <br /> Unocal Service Station #6348 <br /> Tracy, California <br /> As per your request, this letter is provided in response to Ms. Deutsch's letter of <br /> October 24, 1994, in which she questioned certain aspects of the scope and <br /> thoroughness of the site remediation undertaken at Unocal Service Station #6348, in <br /> Tracy, California. <br /> Her letter raises three specific concerns which suggest that the site investigation, and <br /> therefore the site remediation, are possibly deficient. I will address these questions <br /> in the order in which she referred to them in her letter. For clarity and brevity, I will <br /> attempt to paraphrase each of the issues of raised. <br /> 1. Concern number one raises two points: <br /> • The proximity of the investigation and remediation to the "vacant lot" located <br /> to the east of the station proper. Her letter suggests that Mittelhauser <br /> Corporation's (Mittelhauser's) efforts to investigate or remediate were <br /> constrained by the presence of the temporary fence. <br /> e The June 1990 removal of a waste oil tank. She suggested that this removal <br /> was completed "without remediatlon. " <br /> Regarding the first point, I would refer Ms. Deutsch to the information provided in <br /> Mittelhauser's site remediation report of March 1994. A review of the figures, tables, <br /> and data contained in that report will demonstrate that the eastern extent of <br /> hydrocarbon impacted soils was reached, identified, and removed during the <br /> overexcavation of the storage tanks.
