(ATC) has developed this Soil and <br /> Groundwater Investigation Workplan for the Tracy Truck & Auto Stop. This workplan was <br /> prepared in response to correspondence dated August 27, 2009 from Mr. Harlin Knoll of San <br /> Joaquin County Environmental Health Department (SJCEHD) requesting preparation of a work <br /> plan to investigate the lateral and vertical extent of soil and groundwater and a follow up <br /> telephone conversation with Mr. Knoll on October 7, 2009. The workplan details the following <br /> tasks: <br /> • Task 1: Drilling Preparation and Permitting <br /> • Task 2: Boring Advancement and Completion <br /> • Task 3: Laboratory Analysis <br /> • Task 4: Disposal of Investigative Derived Wastes <br /> • Task 5: Report Preparation and Geotracker Upload <br /> 2.0 SITE DESCRIPTION <br /> The site is located on the northeast corner of Tracy Boulevard, and W. Larch Rd. in the city of <br /> Tracy, California (Figure 1). The site is located in an area transitioning between rural and <br /> commercial/industrial uses with both commercial/industrial development and open spaces <br /> located nearby. An undeveloped parcel lies to the north and commercial development is <br /> present to the south and east. <br /> 3.0 ENVIRONMENTAL BACKGROUND <br /> It is ATC's understanding that during a recent fuel dispenser upgrade at the site, diesel <br /> impacted soil was detected and an. underground storage tank unauthorized <br /> release/contamination site report was filed. SJCEHD subsequently issued a directive to conduct <br /> an investigation to further evaluate the extent of impact. <br /> SCOPE OF WORK <br /> Task 1: Drilling Preparation and Permitting <br /> Under this task, ATC will prepare a site specific health and safety plan (HASP) to perform a soil <br /> and groundwater investigation at the site <br /> Once approval of this workplan is received, ATC will submit a boring permit application under <br /> separate cover to the EHD along with the required fees. <br /> Page 1 <br />
