(ATC) has prepared this Workplan to perform an environmental soil boring <br /> investigation at the AT&T Microwave Relay Facility located at 90 West Turner Road, Lodi, California. <br /> ATC is under contract to AT&T to provide environmental engineering services for investigating <br /> underground storage tank(UST) sites. This Workplan has been prepared in response to a request from <br /> the department of Public Health Services, San Joaquin County, Environmental Health Division <br /> (SJCEHD) to investigate the release of petroleum products from the USTs operated at this site. The <br /> scope of work is based on the findings of an underground storage tank(UST)removal investigation by ATC <br /> on March 4, 1999. <br /> This Workplan gives a brief description of the site history, site usage and known environmental <br /> impacts. In addition, the Workplan describes the key project and data quality objectives, and specific <br /> field and analytical procedures to be utilized during the investigation. <br /> SITE USAGE AND BACKGROUND <br /> The site is owned by AT&T and is a decommissioned microwave telecommunications relay facility. One <br /> building exists near the center of the site with a microwave tower located to the north of the building. The site <br /> is accessed by a gravel road along the east side of the building. One 15,000-gallon diesel fuel UST was <br /> located adjacent to the northeast comer of the building. The age of the UST was unknown. <br /> The UST was removed by ATC on March 4, 1999. The UST and/or the piping system associated with <br /> the UST appeared to have released petroleum hydrocarbon product into the soil on site. Stained and <br /> odorous soil was observed in soil samples collected from the base of the UST excavation. The UST <br /> excavation area soil had a maximum detected concentration of total petroleum hydrocarbons — diesel <br /> fuel (TPH-D) at the south end of the UST at 4,900 ppm at a depth of 16 feet bgs (the maximum depth <br /> of the excavation). Elevated TPH-D concentrations were also found in the west and southwest ends of <br /> the excavation. Benzene, toluene, ethylbenzene, and total xylenes (BTEX) and methyl tert butyl ether <br /> (MTBE) were not detected in the UST excavation area soil. <br /> ATC Associates Inc. 1 75.61059.0029 <br />
