3 BACKGROUND <br /> 1 <br /> 1 General Mills operates a food production facility at 2000 West Turner Road in Lodi, California <br /> The facility includes an office, fuel storage areas, silos, parking areas, etc , for food production <br />' purposes <br /> Kleinfelder reviewed documents and information provided by General Mills Based on that <br />' information Klemfelder understands the UST area discussed in this report is located south of <br /> the office and approximately 10 feet north of Buildings #85 and #86 (See Plate 1) Two USTs <br /> were oriented north to south and situated side by side on an approximate 30 foot by 30-foot <br /> reinforced concrete pad At one time the two 10,000-gallon USTs reportedly contained diesel, <br /> kerosene and/or JP-4 het fuel <br />' According to a PHS/EHD inspection report, a single 10,000-gallon fiberglass UST was <br /> removed from the site on January 29, 1988 The tank removed was shown as being the <br /> easternmost tank of two USTs located side by side and north of a "new" building The bottom <br /> of the tank was at a depth of approximately 12 feet bgs and located on a large concrete pad <br /> Therefore the two required bottom soil samples were taken at each end of the tank at the ends <br /> of the concrete pad, at approximately 14 feet bgs <br /> rn these two samples conducted b <br /> Klemfelder reviewed data reports fro p Y California Water Labs <br /> Inc , dated January 29, 1988 The two soil samples were analyzed for total petroleum <br />' hydrocarbons as referenced to gasoline (TPH-G) diesel (TPH-D), kerosene (TPH-K) and motor <br /> oil (TPH-MO) and benzene, toluene and xylenes (BTX) The northernmost soil sample was <br /> "none detected" for the requested analyses at or above laboratory reporting limits TPH-K was <br />' the only analyte detected at 19 0 mg/kg from the soil sample collected from the southern end of <br /> tank <br /> Apparently the tank was removed due to an unauthorized release An unauthorized release <br /> report was prepared by county employee William R Snavely, dated January 14, 1988 This <br /> report indicated that a leak was discovered due to inventory discrepancy and that approximately <br />' 123 gallons of JP 1 Fuel was involved Comments in this report stated the following "Mgr <br /> Discovered a discrepancy in inventory and called ITT Tank Service to check system Leak in <br /> filler pipe observed Stockton Service Station advised that the tank be removed Tank is being <br />' pumped out and to be empty 1/12/88 " <br /> The remaining UST is positioned on the western half of the pad As part of Kleinfelder's <br /> investigation, borings were advanced to assess the soil conditions as they pertain to possible <br /> soil contamination due to operations of the existing UST (western side of cement pad) prior to <br /> its proposed abandonment in place <br /> 20-1417-16 E02/200OR578 July 28,2000 <br /> ©2000 Klemfelder, Inc Page 3 of l 1 <br /> K1 I INI I I I)CK ti?-) f 3tii r`iwk kion ( A 1)-)-10-) 1794 (2(1')j 'J 46 1 i45 (20'))(1-l£) (1621 I it <br />
