BACKGROUND <br /> A 550-gallon underground leaded regular gasoline storage tank was formerly <br /> located north of Warehouse Number II at the Sebastiani Vineyards/ <br /> Woodbridge Cellars facility (Figure 2) The pump station was located <br /> approximately six Feet east of the former tank location connected by <br /> underground product delivery piping Mr Stephen Mani.ldi, Administrative <br /> Manager of the Sebastiani Vineyards/Woodbridge Cellars facility indicated <br /> that the tank was approximately 40-years old Tank testing, performed by <br /> Jim Thorpe Oil Company on July 23, 1986, showed the tank and lines <br /> certifiable, in accordance with National Fire Protection Association <br /> (NFPA) 329 criteria A second tank testing, performed by .Tim Thorpe Oil <br /> Company on September 28 , 1987, also showed the tank and lines as testing <br /> tight and certifiable by NFPA 329 criteria <br /> In accordance with Sebastiani Vineyards tank management program and due <br /> to the tank's location with respect to future facility expansion plans, <br /> the tank was removed on November 4, 1988, by Claude C Woods Company of <br /> Lodi, California Permit Number 88-0053 was issued to Sebastiani <br /> Vineyards on June 7 , 1988 by San Joaquin County for the removal of the <br /> storage tank The removal operation was monitored by Mr Harlan Knoll, <br /> Registered Sanitarian from the Srn Joaquin Local Health District (SJLHD) <br /> During the tank removal, a small hole was observed on the bottom of the <br /> tank and gasoline was observed in the soils excavated from under the <br /> former location of the tank Mr. Knoll filed an Underground Storage Tank <br /> Unauthorized Release (LEAK)/Contamination Site Report on December 12, <br /> 1988 <br /> Following the tank removal, one soil sample was collected from the tank <br /> excavation on November 4, 1988, by Canonie Environmental Services of <br /> Stockton, California under the direction of Mr Knoll Canonie <br /> Environmental Services is certified by the State of California, Department <br /> of Health Services for hazardous waste testing The soil sample was <br /> collected from approximately eight feet below ground surface and was <br /> analyzed for benzene, toluene, xylene, and total volatile petroleum <br /> hydrocarbons (TVPH) by modified EPA Method 8020, for ethylene dibromide <br /> (EDB) by EPA Method 8010, and for total lead content by EPA Method 7420 <br /> Results of these analyses indicated concentrations above laboratory <br /> detection levels of xylene, total volatile petroleum hydrocarbons and <br /> lead, as summarized below Laboratory data sheets for these analyses are <br /> included in Appendix I <br /> lXylene TVPH Lead <br /> 600 ppm 500 ppm 18 ppm <br /> Sebastiani Vineyards subsequently submitted a soil remediation work plan <br /> to SJLHD for the removal and treatment by aeration of approximately 170 <br /> to 300 cubic yards of soil excavated from the area directly below the <br /> former tank location to a depth of 18 5 feet below ground surface The <br /> soil removal was conducted on April 6, 1989 , and approximately 45 cubic <br /> 3 <br />
