SAN J O A R N Environmental Health Department <br /> i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> EMILS LIQUOR&SPORTS SHOP* 1405 CALIFORNIA ST, ESCALON May 28, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 211 CCR 2715(c)(2) No employee present that were trained in the operation and maintenance of the UST system by a <br /> DO. <br /> OBSERVATION: The designated operator employee training for Isaac Thomas was not performed. <br /> REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and <br /> maintenance of the UST system at least once every 12 months. The training shall be conducted before the <br /> individual performs the duties of a facility employees.The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s)for emergencies and monitoring equipment alarms <br /> Initial training shall also include a site-specific practical demonstration that provides both sharing information and <br /> evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least <br /> one of the facility employees present during operating hours shall have current training. <br /> CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on <br /> site, and submit a copy of the training records to the EHD. <br /> This is a minor violation. <br /> 215 CCR 2712(1) Failure to retain a copy of the permit to operate at the facility. <br /> OBSERVATION:A current copy of the UST operating permit was not found on site. The most recent permit on site <br /> was dated 4/22/2019. <br /> REGULATION GUIDANCE:A copy of the UST operating permit and all attachments and conditions shall be <br /> retained at the facility. <br /> CORRECTIVE ACTION: Immediately obtain a copy of the [CURRENT YEAR] permit and retain it on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> The monitoring system certification was conducted on 5/28/2020. The testing was not witnessed in its entirety. <br /> Looked inside all sumps and UDCs. Verified proper sensor locations. Verified spill bucket 5 gallon capacity. An <br /> inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on 7/1/2020 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
