SAN JOARU <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />H&M - BW #98 <br />2501 JACKSON AVE, ESCALON <br />July 27, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />319 <br />CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be <br />tested. <br />OBSERVATION: The 87 product direct -bury spill container failed when tested. <br />REGULATION GUIDANCE: All spill containers shall have a minimum capacity of five gallons and be capable of <br />containing a spill or overfill until it is detected or cleaned up. <br />CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is <br />repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. <br />If the spill container can't be replaced immediately, there is a possibility that the 87 product UST system may be red <br />tagged to prevent fuel inputs. <br />This is a repeat violation, Class II. <br />320 <br />CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br />prevention. <br />OBSERVATION: Overfill prevention testing has not been conducted on the 87 and diesel tanks. <br />REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October <br />13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br />CORRECTIVE ACTION: Immediately schedule this testing and provide 48 hours notification to the EHD. Ensure all <br />future testing is conducted within required time frames. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 8/26/2020 . <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate <br />($152).
