The following is an itemized list of hazardous waste violations that have not been addressed for TOWER PARK RESORT/MARINA as of June 12, 2020. Open violations from February 25, 2020 inspection Violation #114 - Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION During the inspection, two disposal records were observed for waste hydrocarbons (pickups on 6/29/2018 and 9/10/2018). The facility operator did not have any other hazardous waste disposal records from the past three years. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit an exception report to the California Department of Toxic Substances Control (DTSC) within 45 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 2/25/2017-2/25/2020 for all hazardous wastes including used oil, oil filters, oily absorbent, waste fuel, and fuel contaminated absorbent. If the destination facility signed manifests cannot be found then prepare an exception report for each missing manifest as required by Title 22 California Code of Regulations section 66262.42.
