The hazardous property, physical <br /> state, name and address of the generator, and accumulation start date were not observed. <br /> -One black 55 gallon steel drum containing non-crushed/punctured oil filters had a faded label. The hazardous <br /> property, physical state, name and address of the generator, and accumulation start date were not observed. <br /> In the berth area: <br /> -Nine 275 gallon plastic totes containing oily water had hazardous waste labels missing the hazardous property. <br /> -Eight 55 gallon steel drums containing oily debris had hazardous waste labels missing the hazardous property. <br /> -Three 275 gallon plastic totes containing oily water had hazardous waste labels missing the hazardous property, <br /> physical state, name and address of the generator, accumulation start date, and the contents. <br /> -One 275 gallon plastic tote had an illegible hazardous waste label. The hazardous property, physical state, name <br /> and address of the generator, accumulation start date, and the contents were not observed. <br /> -One black 55 gallon steel drum containing oily absorbent was missing a hazardous waste label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on February 27, 2020. The report was amended on <br /> April 15, 2020 and replaces the inspection report given to the facility. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 15, 2020. <br /> Waste streams found: used oil, oil filters, oily debris, waste fuel, fuel contaminated absorbent <br /> Facility did not have any disposal records for 2019. <br /> The inspection report was emailed to Kathy DeGoede, General Manager, at <br /> <kdegoede@towerparkresort.com>. <br /> In early January 2020, a vessel leaked oil causing approximately thirteen 275 gallon totes of oily water and nine <br /> 55 gallon steel drums of oily debris to be generated. The total amount of hazardous waste observed during the <br /> inspection (approximately 16 tons) put the facility over the 6000 kg limit for on-site hazardous waste <br /> accumulation set forth in California Code of Regulations 66262.34(d)(1). As a result, the facility fell under large <br /> generator requirements during the time of inspection.
