Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201 <br /> (209) 468-3400 <br /> BRADD STATLEY <br /> RMC LONESTAR <br /> P O BOX 5252 <br /> PLEASANTON CA 94566 <br /> RE: 30350 South Tracy Blvd SITE CODE: 1737 <br /> Tracy Ca <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed <br /> the review of the "Workplan for Subsurface Investigation" dated December 29, 1993, submitted by AllWest <br /> Environmental, Inc., and has the following comments. <br /> PHS/EHD recommends the use of a drill rig utilizing hollow stem augers to advance the proposed <br /> boreholes and a modified California split-spoon sampler to obtain discreet, undisturbed soil samples for <br /> this investigation. This type of drilling should be feasible at this site as it has been successfully utilized at <br /> a nearby site to depths of over 100 feet below ground surface. <br /> Given the gravel and rock sediments typically found in the area of this site, extensive lateral migration of <br /> contaminants would not typically be expected. Therefore, PHS/EHD recommends at least one soil boring <br /> drilled through the former underground storage tank pit in an area documented to have been impacted <br /> from hydrocarbons. <br /> All soil samples submitted to the laboratory for diesel analysis should also be analyzed for volatile organic <br /> constituents as well. In addition, the recommendation in the workplan to analyze two soil samples using <br /> the Toxic Characteristic Leaching Procedure may be premature. PHS/EHD does not recommend using <br /> this expensive procedure at this time. <br /> Finally, the proposed soil borings must be destroyed with an appropriate neat cement mixture pumped <br /> from the bottom of the hole to the surface. <br /> Please provide a brief letter addendum to the original workplan addressing the above noted comments to <br /> PHS/EHD by February 14, 1994. <br /> If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte, <br /> Senior REHS, of my staff at (209) 468-3441. <br /> Ernest M.
