Please be advised that MCLS are not cleanup levels and <br /> should not be used to determine if remediation of the groundwater contamination at the site <br /> will be required. Long term passive groundwater monitoring at this site will neither abate <br /> the contamination nor restore the groundwater to its original quality in a reasonable time <br /> period and is therefore an unacceptable form of remediation. <br /> ' In a letter from PHS/EHD to you, dated February 25, 1993, the need for a Corrective <br /> Action Plan (CAP) that proposes at least two feasible active systems to remediate the <br /> groundwater contamination at this site.was discussed. The letter requests the submittal of <br /> the CAP by September 13, 1993. It is imperative that any feasibility or pilot studies needed <br /> to compile a CAP be conducted soon in order to prevent any delays in the submittal of the <br /> CAP. <br /> The stockpiled soil has been on-site for two years and must be more actively addressed: The <br /> stockpiled soil at the site must either be aggressively manipulated (in order to .progress the <br /> aeration process) and sampled or another form of remediation/disposal will be requested by <br /> PHS/EHD. Within two weeks from the date of this Ietter, please submit a schedule for the <br /> active manipulation/aeration of the soil pile and for the final sampling of the soil pile to <br /> this office. The expected final location of the remediated soil should also be included in the <br /> submittal. <br /> The request for. a reduction in the sampling frequency of some of the wells at the site is <br /> warranted at this time. . However, in addition to monitoring wells MW2 and MW3; <br /> monitoring well MW6, located in the most"downgradient direction from the former tank pit, <br /> should continue to be sampled on a quarterly basis also.
