Piper Place, Tracy <br /> APN 255-310-34, SR0082147 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Nitrate Loading <br /> Study, dated June 2, 2020, submitted on June 3, 2020 for the above noted location, and has the <br /> following comments for your consideration. <br /> The Nitrate Loading Study was prepared to determine for the above noted parcel for onsite <br /> wastewater treatment system (OWTS) usage and the potential long-term impact of nitrates to <br /> groundwater for the proposed project development. Per study, the proposed development project <br /> may include either of the following: <br /> 1. Either a 4-bedroom, 5-bedroom or 6-bedroom dwelling on a 1.55-acre lot. <br /> Based on the information provided, the EHD can make the following findings: <br /> 1. The Nitrate Loading Study supports the suitability for standard OWTS usage for the potential <br /> 4-bedroom development project on the above-mentioned parcel, pursuant to San Joaquin <br /> County Ordinance Code Title 9, Section 9-1105.2(d). <br /> 2. The estimated nitrate loading from potential 5-bedroom and 6-bedroom usage shows a <br /> potential for nitrate impact to groundwater above water quality objectives. According to SSNL <br /> Study, the estimated nitrate loading from the proposed OWTS usage is 10.7 and 11.6 mg/L- <br /> N; it is above the water quality objective of 10 mg/L-N. <br /> 1. The Nitrate Loading Study supports the suitability for OWTS usage with the following <br /> conditions: <br /> a. The potential impact of the nitrate to ground water shall be mitigated. OWTS shall <br /> utilize supplemental treatment and meet performance requirements in Section 10.9 of <br /> Regional Water Quality Control Board OWTS policy (Boards Policy). <br /> b. A Registered Civil Engineer shall submit complete engineering design plan to EHD for <br /> approval prior to issuance of building permit. Fee will be based on the current fee <br /> schedule at time of payment. <br /> c. Annual permit is required. Fee for annual operating permit is due at time of OWTS <br /> permit application. <br /> 1868 E.
