SAN J O A Q U I N Environmental Health Department <br /> - COUNTY - <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WALGREENS#2680 1 15 W HARDING WAY, STOCKTON June 11,2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: <br /> 1.A bag containing a used photo ribbon rolls was observed in a Toxic Hazardous Waste container.According to <br /> Marlene Solis, a customer service associate,the used photo ribbon rolls were mistakingly placed in the Toxic <br /> Hazardous Waste container, since the facility normally disposes of the used photo ribbon rolls into the trash. <br /> 2.A partially empty 3.5 fl.oz. bottle of John Frieda Frizz Ease Flat Iron Spray was observed in an open unlabeled <br /> container in the hazardous waste storage area. Marlene stated the spray could not be sold to a customer, since the <br /> bottle was mostly empty. Marlene scanned the spray and stated the spray needs to be sent to the Walgreens <br /> Return Center in order to the store to receive credit, since the hand-held scanner stated"Go To RC Claim." <br /> According to Robert Scheven,the store manager,the Walgreens Return Center is located in Woodland, CA. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately stop disposing of the used photo ribbon rolls into the trash, immediately <br /> stop sending potential hazardous waste such as the John Frieda Frizz Ease Flat Iron Spray to the Walgreens <br /> Return Center, make a hazardous waste determination for each waste,and manage the waste according to Title 22 <br /> CCR. Use Safety Data Sheets(SDS),waste sampling and test results or other knowledge to support your <br /> hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including <br /> sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes.
