Forward General Plan Text Amendment Application No. GP-93-4 to the Board of Supervisors <br /> with a recommendation for approval based upon the 'Basis for General Plan Amendment' <br /> contained in the staff report. <br /> BASIS FOR GENERAL PLAN AMENDMENT <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the Amendment. <br /> • This determination can be made because the policy as proposed for addition does <br /> not conflict with other policies of the General Plan. <br /> PROJECT DESCRIPTION <br /> This General Plan Text Amendment consists of a new policy to be added to the 'Commercial <br /> Development' section that would allow for the blending of uses between Limited Industrial, General <br /> Industrial, and certain Commercial designations. <br /> STAFF ANALYSIS <br /> PROPOSED TEXT AMENDMENT: <br /> The application is a Text Amendment to the County General Plan 2010, in the form of a new Policy 7 to <br /> be added to the 'Community Organization and Development Pattem, Commercial Development' section <br /> of Volume I, Page IV-30. <br /> The new Policy 7 would read: <br /> 7. In areas where a commercial General Plan designation is adjacent to an industrial General Plan <br /> designation, commercial and industrial uses may be mixed in order to form a transition between <br /> the two designated areas. The specific uses that may be allowed must be based upon land use <br /> plans and criteria included in an approved Special Purpose Plan, which applies to both <br /> designated areas. This provision may not be applied to areas designated by the General Plan <br /> as Neighborhood Commercial,Commercial Recreation, or Truck Terminal, and may not be applied <br /> to properties that do not have a full range of public services. <br /> UNDERLYING PROJECT: <br /> The application for a General Plan Text Amendment has been submitted by Bud Lyons, of King & Lyons. <br /> Mr. Lyons wishes to apply the policy to the first 80 acres of commercial and industrial development <br /> -3- <br />
