PC: 10-22-92 <br /> TA-92-14 <br /> SECTION 19 Addition of requirements for fencing and structures near levees so as not to <br /> interfere with the purpose of a levee. <br /> SECTION 20 Clarification of which signs are exempt from the sign regulations. <br /> SECTION 21 Addition of specific requirements for political signs to conform with Federal <br /> rulings. <br /> SECTION 22 Additions to the Enforcement chapter to clarify that a nuisance is a violation of <br /> the Development Title, to provide for recovery of enforcement costs, and to <br /> provide an appeals procedure for enforcement decisions. <br /> SECTION An addition to the appeals procedure for abandoned vehicles. <br /> STAFF ANALYSIS <br /> GENERAL PLAN CONSISTENCY: <br /> The proposed changes in the text of the Development Title will affect properties with a Residential, <br /> Commercial, Industrial,Agricultural, and Special Purpose designation on the General Plan. The proposed <br /> changes do not conflict with any of the Goals, Objectives, Policies, or Implementation Measures of the <br /> General Plan. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> The Environmental Initial Study prepared for the proposed Text Amendment concluded that this Text <br /> Amendment would not have a significant, adverse effect on the environment, nor a potential for any <br /> adverse effect, either individually or cumulatively, on wildlife resources. On this basis, a Negative <br /> Declaration and a California Department of Fish and Game Certificate of Fee Exemption have been <br /> prepared. <br />
