PLANNING COMMISSION MINUTES <br /> JUNE 2, 1988 <br /> 7. TEXT AMENDMENT APPLICATION NO. TA-88-9 (FAMILY FOOD PRODUCTION & <br /> ANIMAL STANDARDS ) OF THE SAN JOAQUIN COUNTY PLANNING DIVISION to amend <br /> the Planning Title of San Joaquin County relative to family Food <br /> Production, Animal Standards, Uses in the EA, GA, I-PA, RR and RA <br /> Zones, Uses Permitted Under Contract, and Definitions for Educational <br /> Animal Project, Family Food Production, Foodlots, Adult Hogs, Kennels, <br /> Poultry Ranch, Rabbit and Other Small Animal Farms, Farm Home <br /> Occupation, and Household Pets. Applicable Countywide. <br /> William Factor, Associate Planner, introduced a staff report into the <br /> record. He asked that Section 7 of the Text Amendment, which deals <br /> with household pets, be eliminated. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS/OPPONENTS: There was no one in the audience wishing to be <br /> heard on this item. <br /> PUBLIC HEARING CLOSED <br /> There was discussion regarding the recommendation of the Agricultural <br /> Subcommittee to include the raising of swine with the raising of other <br /> large animals and to include Educational Animal Project as a permitted <br /> use in all RR zones. Some members of the Commission were of the <br /> opinion that there could be a problem with this. After discussion, it <br /> was the consensus of the Commission to allow Educational Animal <br /> Project in the RR and RA zones but to use the same standards for <br /> Family Food Production for Educational Animal Project in these zones. <br /> The Commission also decided to include swine raising with the category <br /> "cattle and other ruminants" under Family Food Production. Staff <br /> noted that this change could result in the raising of up to 5 swine <br /> under Family Food Production. <br /> MOTION: Moved, seconded (Carter-Bozzano) and carried by a vote of 4-2 <br /> (Comms. Morri and Jungeblut voted no) to recommend that the Board of <br /> Supervisors: <br /> 1. Approve the Negative Declaration and direct the Clerk to file a <br /> Notice of Determination; and <br /> 2. Approve Planning Title Text Amendment No. TA-88-9 based on the <br /> "Bases for Recommendation" listed in the staff report, with the <br /> following changes: <br /> ° Exclude Section 7 , which provides a new definition of house- <br /> hold pets; <br /> ° Include Educational Animal Project as a permitted use in the <br /> RR and RA zones, but limit the number of animals that could be <br /> PC: 6/2/88 -1- MINUTES <br />
