PC : 6-2-88
TA-88-9
STAFF ANALYSIS
BACKGROUND:
On March 3 , 1988 , the Planning Commission heard TA-88-6 , which
dealt with various revisions to the Planning Title. The Text
Amendment , as presented to the Commission, included a provision
to allow hog raising as an activity under Family Food Production.
The Planning Commission deleted this provision, sending it back
to staff and the Commission' s Ordinance Review Subcommittee for
further consideration.
In reviewing the issue , staff determined that the matter should
be expanded to include animal density standards and related defi-
nitions, as well as a rethinking of animal raising in general as
an activity under the heading Family Food Production.
SUMMARY OF CHANGES :
The proposed Text Amendment would make the following major
changes to the Planning Title:
1 . Specify the number and type of animals permitted per parcel
and the setback requirements for maintaining animals for the
following animal raising categories: Family Food Production,
Educational Animal Project , and General Animal Raising.
2 . Reduce the number of animals that could be raised for Family
Food Production. (Note: The number of small animals and
fowl that could be raised on 1-% to 3 acres would be reduced
from 50 to 25 ; on 3 acres or more, the reduction would be
from 100 animals to 35 animals. )
3 . Allow the raising of up to two swine under Family Food
Production (provided that swine are not fed market refuse,
garbage, or offal and that male swine are neutered) .
4. Qualify the raising of animals for Family Food Production by
specifying that there shall be no sale of meat, milk, or
other products.
5 . Specify Family Food Production and Educational Animal Project
as listed uses in zones allowing animal raising.
6. Redefine Household Pets to wean pets kept within the house,
with the exception of cats and dogs. This change would aid
County Enforcement Officers in abatement cases where
chickens, ducks, or other fowl are kept as "pets" by their
owners.
-5-
