PC : 6-2-as <br /> TA-86-9 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On March 3 , 1988 , the Planning Commission heard TA-86-6 , which <br /> dealt with various revisions to the Planning Title . The Text <br /> Amendment , as presented to the Commission, included a provision <br /> to allow hog raising as an activity under Family Food Production. <br /> The tfemdeleted <br /> provision, <br /> sending <br /> it b <br /> ack <br /> to staff and thCommissionsOrdinaneReviewSubcommitteefor <br /> further consideration. <br /> In reviewing the issue , staff determined that the matter should <br /> be expanded to include animal density standards and related defi- <br /> nitions, as well as a rethinking of animal raising in general <br /> an activity under the heading Family Food Production. <br /> SUMMARY OF CHANGES: <br /> The proposed Text Amendment would make the following major <br /> changes to the Planning Title: <br /> 1 . Specify the number and type of animals permitted per parcel <br /> and the setback requirements for maintaining animals for the <br /> following animal raising categories: Family Food Production, <br /> Educational Animal Project, and General Animal Raising. <br /> t <br /> 2. Reduce the number of animals that could be raised for Family <br /> Food Production. (Note : The number of small animals and <br /> fowl that could be raised on 1-% to 3 acres would be reduced <br /> from 50 to 25 ; on 3 acres or more, the reduction would be <br /> from 100 animals to 35 animals. ) <br /> � X <br /> 3 . Allow the raising of up to two swine under <br /> aarketFrefuse , <br /> Production (provided that swine are not <br /> garbage, or offal and that male swine are neutered) . <br /> 4. Qualify the raising of animals for Family Food Production by <br /> specifying that there shall be no sale of meat , milk, or <br /> other products. <br /> 5. Specify Family Food Production and Educational Animal Project <br /> as listed uses in zones allowing animal raising. <br /> 6. Redefine Household Pets to mean pets kept within the house, <br /> with the exception of cats and dogs. This change would aid <br /> County Enforcement Officers in abatement cases where <br /> chickens, ducks, or other fowl are kept as "pets" by their <br /> owners. <br /> -5- <br />
