PC : 3-17-88 <br /> GP-88-24 <br /> STAFF ANALYSIS <br /> The General Plan Text Amendment would make the following changes <br /> to the Zoning/General Plan Consistency Matrix (Appendix B of the <br /> Land Use/Circulation Element of the County General Plan) : <br /> 1 . Allow for the conversion of the existing agricultural zones <br /> to the new agricultural zones by specifying both old and new <br /> zones in the matrix. <br /> 2 . Permit the PD zone in areas designated as Agriculture, <br /> Conservation, and Rural Residential . The PD zone, in effect , <br /> would be an implementing zone for all General Plan designa- <br /> tions except the Urban Reserve designation. <br /> 3 . Recognize the existence of the L zone . <br /> 4 . Note that the AP, SC , and L zones may be appropriate as <br /> overlay zones in any General Plan designation. <br /> 5 . Eliminate the C-3 zone from the matrix. (Note : The C-3 zone <br /> was previously deleted from the zoning ordinance. ) <br /> 6 . Make nonsubstantial changes for clarity. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> The Initial Study prepared for GP-88-24 on January 19 , 1988 , did <br /> not identify any significant environmental impacts. Based on <br /> this Initial Study, a Negative Declaration was prepared. <br /> -3- <br />
