Approve Development Title Text Amendment No. TA-93-1 based on the "Bases for <br /> Recommendation" contained in the staff report. <br /> BACKGROUND: <br /> Briefly, the intent of this Text Amendment is to: <br /> 1. Change the arrangement of the screening and fencing regulations for greater clarity. <br /> 2. Change the provisions regulating the hours of operation for a quarry. <br /> 3. Add a method for removing a conditional zoning designation. <br /> 4. Clarify the provisions for: <br /> A landscaping requirement for a parking area, and <br /> An irrevocable offer of dedication. <br /> 5. Change the permitting requirements for nonlisted temporary uses and structures from a <br /> Use Permit to an Improvement Plan. <br /> 6.
