PC: 5-6-93 <br /> TA-93-1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Forward Development Title Text Amendment No. TA-93-1 to the Board of Supervisors with a <br /> recommendation of approval based on the'Bases for Recommendation"contained in the staff <br /> report. <br /> BASES FOR RECOMMENDATION <br /> 1. The proposed Text Amendment is consistent with the General Plan. <br /> • The proposed change in the text of the Development Title is consistent with the <br /> General Plan's Agriculture, Residential, Commercial, and Industrial Objectives and <br /> Principles. <br /> 2. The proposed Text Amendment will not have a substantial, adverse effect on properties affected <br /> by the Text Amendment. <br /> • An Initial Study for the proposal, prepared on March 9, 1993, indicates that no <br /> significant, adverse effects are expected to occur as a result of this proposal. <br /> BACKGROUND <br /> This is the fourth in a series of Text Amendments that have been done since the approval of the <br /> Development Title to clarify ambiguous language and regulations and address problems that have arisen <br /> since the implementation of the Development Title. Briefly, this Text Amendment: <br /> SECTION 1 Changes the definition for 'Building Intensity' to that of 'Building Coverage" to be in <br /> conformance with General Plan usage. <br /> SECTION 2 Clarifies typical uses under the Hazardous Industrial use type. <br /> SECTION 3 Changes the permitting requirement for nonlisted temporary uses in residential zones to <br /> reduce the processing required where appropriate. <br /> SECTION 4 Clarifies the applicability of building coverage in residential zones. <br /> SECTION 5 Changes the table of lot requirements for residential zones to reflect the change in <br /> terminology from 'Building Intensity' to 'Building Coverage.' <br /> SECTION 6 Changes the permitting requirement for nonlisted temporary uses in commercial zones <br /> to reduce the processing required where appropriate. <br /> -3- <br />
