S, TRACY, SAN JOA QUIN COUNTY
We have reviewed the Site Closure Plan, dated 4 December I995, for the work at the Tracy Auxiliary Field No.
5 site near Tracy, in San Joaquin County. The Closure Plan, which was prepared by CKY Inc. on behalf of the
US Army Corps of Engineers (USACE), was forwarded to our office by the USACE on 22 January 1996. In
general, the Closure Plan adequately describes the procedures used during the removal of one 10,000 gallon
underground fuel storage tank.
The San Joaquin County Public Health Services Department was the lead regulatory agency for the actual tank
removal. Since this is a formerly used defense facility, the Regional Water Quality Control Board, Central Valley
Region would have been the lead regulatory agency on the site for water quality concerns, including underground
storage tanks, if evidence collected during the tank removal indicated there was a threat to water quality, or any
soil contamination extended beyond the depth of overexcavation. Since no contamination was detected in the
confirmation samples collected from the excavation, there does not appear to be threat to water quality from this
tank removal. As such, we defer site closure oversight for this particular underground storage tank closure to
the San Joaquin County Public Health Services Department. Once we have received San Joaquin County's
response to the closure plan, we will provide the USACE with a final concurrence letter for the actions
performed during this last phase of work.
According to the Inventory project Report (NPR) for this site, dated J anuaq 1990, there is also an 3,000 gallon
underground fuel storage tank at the site that may have been used by the Department of Defense. The USACE
should determine if this 8,000 gallon underground storage tank was used by the Department of Defense. If it
was, and it is still in place and not being used, it should be properly removed. If you have any questions or
comments, please call me at (916) 255-3066.
JOHN RUSSELL
Associate Engineering Geologist
cc: Robert McCiellon, San Joaquin County Environmental Health Division, Stockton
Eric Hong, Department of Toxic Substances Control, Sacramento
l
