individuals who are conducting special projects which will aid in the overall monitoring of <br /> the preserve. A full spectrum of regulations and restrictions governing the Nature <br /> Preserve will be incorporated in the management plan. <br /> Management and Monitoring Plan <br /> Once the conceptual design for the new wetland is completed but before any final grading plan <br /> and land movement begins, a detailed management plan and monitoring program should be <br /> developed for this project. The management plan will present species lists and sources for all <br /> plants and animals to be stocked in the new habitat. It will also present a detailed planting plan <br /> for all riparian and pond edge areas. Finally, it will develop a work schedule which will <br /> interface construction activities with key planting and stocking events. <br /> The monitoring program will outline a five year monitoring program during which a qualified <br /> biologist will continuously survey the progress of the establishing wetland complex and make <br /> adjustments where necessary to insure the attainment of the management plan goals. <br /> With proper planning,there should be very little if any undesirable interaction between the <br /> wetland natural community and humans. The system will be designed so that all permanent <br /> water impoundments can support good populations of several small fish species for mosquito <br /> control. The periodic water layer applied to the wet meadow will not be held long enough to <br /> permit the development of mosquito larva. The wildlife should also remain within the <br /> boundaries of the enhanced area. Given a natural habitat with ample food plant species, <br /> waterfowl and other water birds have little if any incentive to wander from their riparian <br /> habitat onto golf course greens or into yards and gardens. In instances where this occurs at <br /> other sites, the culprits are usually crosses between the mallard and the domestic white <br /> (peking) duck. By positioning a riparian woodland swath between the wetland area and the <br /> adjacent property boundary road, water bird flight paths to and from water sites should be over <br /> the golf course, thus eliminating the chance of car windows and bird impacts. <br /> Environmental Expectations <br /> The Rancho San Joaquin Wetlands Preserve will be the fust privately undertaken project of its <br /> kind in the northern Central Valley. It will produce a significant and much needed wetlands <br /> habitat for water birds which will complement nearby sites adjacent to the San Joaquin River. <br /> It will greatly enhance the scenic value of the residential and golf course development and will <br /> provide the added dimension of"living next to nature" for those who reside there. Finally, it <br /> will provide countless nature study and research opportunities for grade school, high school, <br /> and university students in the greater Tracy area plus an attractive and productive site for <br /> amateur naturalists of all ages to observe and enjoy wildlife. <br /> 40 <br />
