Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />September 12, 2019 <br /> Facility Address: <br /> 840 N MAIN ST, MANTECA <br /> Facility Name: <br /> MANTECA AUTO PARTS <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 115 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />OBSERVATION: Bills of lading for the recycling of lead acid batteries from were not available for review at the time <br />of inspection. Batteries are returned to East Penn Manufacturing Co for reclamation. Accroding to facility personnel <br />roughly 30 batteries a month are picked up by East Penn. <br />REGULATION GUIDANCE: <br />(A) The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br />section 1161, to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or <br />who uses, reuses, recycles or reclaims the batteries or their components. <br />(B) The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br />manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the <br />batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br />CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br />the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by October 12, 2019 . <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
