As you wrote below,in a and c you emptied the containers and cut them up for disposal. To be in compliance with this regulation you must recondition the containers to the"original materials of construction"before cutting up the containers for disposal. Another option is to have your hazardous waste hauler take the containers. Guidance and the regulations are attached. Item#406. CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. a. (1) empty eantainer of PQSCA Boiler treatment not marked with date emptied stored inside of ail storage building(bone yard) fence. Container observed and deemed empty with no free flowing liquid. Container cut up and disposed. b. (1) empty blue 55galIon drum in epoxy department. Container was 1 of 3 bought new from All Clean Hazardous Waste Handler, marked and labeled empty with bought new as last contained item. c. (1) empty clear 55galIon container of ChemTreat BL9700 boiler water treatment. Container observed and deemed empty with no free flowing liquid_ Container cut up and disposed.
