f. Blue container labeled Empty but contained some type of sludge. The container was
previously used as secondary containment for cooling tower chemical. The content is
make of cooling tower chemical and reclaimed to be used with cooling tower water.
g. Provide pH readings of the sulfuric acid rinse water before pH adjustment and
discharged to sewer (provide multiple pH readings for the wastewater). pH paper
indicated readings to be between 2.0 - 3.0 pH. Digital pH readout using Oakton pHTestr
30 resulted 2.31pH. Lab analysis shows 2.34pH. Due to the length of the tank it was not
easy to secure water samples from the middle or east end of rinse tank#1 (near the
discharge gravity flow) to Sumiden's waste water balance tanks for lab analysis.
h. Oily water next to compressor condensate. In Epoxy were two open top buckets used to
collect and dispose oil/water separator blow off. The contents were removed and
placed into oily water container for recycle. The open top buckets were replaced with
three 5gallon water bottles with lid and labeled as NON-RCRA CA Hazardous Waste.
i. Used drawing lube need STLC testing because TTLC copper result is more than 10 times
the STLC limit on 4/15/2019 test result. See attached result.
j. Parts washer waste in the maintenance shop. The parts washer uses the material Bio-
Circle L which is non-hazardous per SDS. However, when the liquid cleaning agent is no
longer effective and because it has come in contact with oil and/or has become oily
water solution, the liquid is pumped into the oily water container to be process by an
authorized facility.
k. Compressor or condensate by the phosphoric acid storage area. The compressor blow-
off is plumed into one 15gallon closed top container. The container is labeled as NOW
RCRA CA Hazardous Waste Oily Water.
I. Batteries stored inside of a 5gallon bucket and on the table at the maintenance shop.
Batteries were taken to Nor Cal Batteries Co. 3432 Cherokee Road, Stockton CA 95205
for recycle on 5/10/2019.
m. Cart of e-waste at the maintenance shop. After discussing with the maintenance
supervisor the cart was determined to be good usable spare parts. Part were separated
and stored. Maintenance team is aware of the universal waste e-waste disposal
protocol.
n. Oily metal fines by the lathe equipment at the maintenance shop. Metal fines were
gathered and disposed along with our hard steel recycle materials. Established cleaning
scheduled with communication to maintenance and plant team as standard operating
procedure to clean up fines after they are made.
o. Epoxy powder all over the floor at the Epoxy Department. The content known as
Duralum White Special is used in our Epoxy surface coating process and is not classified
as hazardous per SDS. The contents were swept and disposed into the used lube bin
Profile # PHLF-19-388. Profile # PHLF-19-388 has recently been approved at Potrero Hills
Landfill, 3675 Potrero Hills Lane, Suisun, CA 94585. The profile includes used lube and
sweepings.
Item#117. CCR 66268.7(a) Failed to make determination for land disposal. Missing signatures
and corrections were made on the date of inspection.
