Alaniz, John
From: Norm Lumpkin <nlumpkin@bcpaintingsolutions.com>
Sent: Monday, April 22, 2019 10:37 AM
To: Alaniz, John
Cc: Gary Maggard
Subject: Item #102
Attachments: 5 Stage Wash Map.docx
Good morning Mr.Alaniz,
We are preparing to do our annual wash tank cleaning and I would like to address the analytical issues that were
referenced in Item#102. 1 had spoken with Phil Freemouw who had pulled the samples for our wash. The samples were
pulled from Tank#1 and Tank#2. Analytical workorder number 170895. 1 am enclosing a drawing of the tank system
and what each tank is comprised of. We have two chemical tanks. Tank#1 and Tank#3. Both carry an Iron Phosphate
solution of Bulkbond 990 detergent and Tank#1 also utilizes Bulksol 10 which helps maintain the cleaning integrity of
the tank. The other three tanks,#2,#4 and #5 are comprised of deionized rinse water. The process we use for emptying
and cleaning of tanks is: We have Freemouw Environmental completely pump out Tank#1 and Tank#2. After that is
completed Tank#3 is moved into Tank#1, becoming the new wash tank for the next 6-12 months until the cleaning is
done again. Tanks 4 rinse water is moved into Tank#3 and Bulbond 990 is added to recharge that tank. I am attaching a
tank layout for reference. Is not the analytical that Freemouw completed an accurate assessment of the waste
properties? I apologize if I didn't explain the system in an understandable manner, I am thinking that the analytical
completed would give an accurate assessment of the waste properties since tank#1 is actually initially made up of the
tank#3 and once it is filled, Bulksol 10 is what maintains it's cleaning properties. Item #102 states that a separate waste
determination needs to be done for each tank but only Tank#1 and#2 are the waste tanks that get pumped out and
cleaned at each service. If you require that I have Freemouw Environmental do another pull sample, would doing it
again on Tank#1 and Tank#2 suffice? I appreciate your time and guidance.
Norman Lumpkin
B&C Painting Solutions Inc.
107 Val Dervin Parkway
Stockton, California 95206
1.209.982.0422 Office
1.209.982.5844 Fax
1
