"1 <br /> 2.0 INTROMC-FION <br /> 2.1 Purpose and Scups <br /> The San Jncicluirl County Public Health Services Department, Environmental Health <br /> Division (Scut Joagnill County) requested AT&T Communications (AT&T) to perforin a <br /> site investigaticill at the Kl'&T Microwave Station located at 110 West Turner Road (site), <br /> Lodi, California (San Joa(lllin County, 1990). The request was made by authority of the <br /> Regional Water Quality Control Board (Regional Board) Pilot Program for oversight of <br /> assessment aiicl clean-up activities at contaminated underground sites. <br /> San Joaquin County's request was based on analytical result of a soil samp a site rn 18in f e t <br /> depth, taken:after over-excavation for removal of underground fuel tanks at <br /> (Klcinfelder, 1988). The request implied that residual hydrocarbon contamination in the <br /> excavation could pose a threat to ground water,given the relatively shallow depth to ground <br /> water at the sitz (San Joaquin County, 1990). <br /> AT&T retained Environmental Science&Engineering,Inc.(ESE),which responded to San <br /> Joaquin County's request, summarized below. ESE conducted its investigation based on <br /> Regional Board (1989a) guidelines. Tasks included: <br /> Obtain available information, such as previous consultant reports, regional <br /> ground-water data, facility description, and location of on-site utilities and <br /> site-vicinity wells. <br /> ~ Prepare a Health&Safety Plan and a Work Plan for conducting on-site field <br /> investigations.
