CHRONOLOGY
WESTERN BUILDING MATERIALS
733 SOUTH VAN BUREN STREET, STOCKTON CA
SITE CODE: 1273
The site is located east of Interstate 5, south of the cross town freeway(HWY 4), east of Lincoln
Street, west of Monroe Street, and north of Clay Street in the city of Stockton. The San Joaquin
County APN is 147-040-24. One 3000 gallon underground storage tank (UST), associated
piping and dispenser located on the parcel were removed June 9, 1992. Soil was sampled on
June 9, 1992 with notations from the San Joaquin County Public Health Services Environmental
Health Division [(PHS/EHD) formerly San Joaquin Local Health District] representative on site
which indicated the presence of a "light odor of petroleum" in one sample. Samples were
collected at 12'-2" bgs at the east(T- I east) and west(T- i west)ends of the tank and analyzed.
All analyses for T-I west were reported as non-detect for TPHG, and BTEX. Analyses for T-1
east were reported as TPHG - 3300 mg/kg, Benzene - ND, Toluene - ND, Ethylbenzene - 20
mg/kg, and Xylenes - 210 mg/kg. On August I0, 1992 an unauthorized release report was
generated for the site(UAR# 92-U78). On July 21, 1997 the responsible parties were notified by
certified mail that the site had been placed in the Local Oversight Program (LOP) and that site
closure would occur only after mitigation activities are completed. A workplan was approved by
PHS/EHD January 2, 1998 for a subsurface investigation. On January 14, 1998 four push point
boreholes were completed, sampled (SB-1 logged continuously, SB-2 and 3 logged and sampled
at five foot vertical intervals, SB-4 abandoned) then destroyed by cement tremie grout. SB-1
total depth 28' bgs, first water observed at 17' bgs. SB-2 total depth 20.5' bgs, first water
observed at 19' bgs. SB-3 total depth 21' bgs, first water observed at 18.5' bgs. SB-4 total
depth 16' bgs (backfill sloughing, borehole abandoned)_ No TPHG (gasoline), Oxygenates
(MTBE only by Method 8020), or BTEX components were detected in SB-1, 2, 3, or 4 soil or
groundwater samples. PHSIEHD has reviewed all site conditions and has determined that site
closure/certification is warranted.
1998
01/14/98 Two push point boreholes were completed under permit by PHS/EHD, sampled
(SB-I logged continuously, SB-2 and 3 logged and sampled at five foot vertical intervals, SB-4
abandoned) then destroyed by cement tremie grout. SB-1 total depth 28' bgs, first water
observed at 17' bgs. SB-2 total depth 20.5' bgs, first water observed at 19' bgs. SB-3 total
depth 21' bgs, first water observed at 18.5' bgs. SB-4 total depth 16' bgs (backfill sloughing,
borehole abandoned). No TPHG (gasoline), Oxygenates (MTBE only by Method 8020), or
BTEX components were detected in SB-1, 2, 3, or 4 soil or groundwater samples. Samples
collected and analyzed under chain of custody by a CA certified laboratory. Boring grouted
under inspection by PHS/EHD.
03/09/98 PHS/EHD receives analytical data. Closure/site certification evaluation
initiated. Laboratory data indicates non-detect results (TPHG, BTEX, MTBE) for all soil and
groundwater samples.
1999
04/09/99 Closure/certification evaluation complete.
