The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for Caltrans-Stockton as of June 11, 2020. <br /> Open violations from May 23, 2019 inspection <br /> Violation #301 -Failed to amend Plan as necessary. <br /> The 55 gallon drums and 100 gallon hydraulic lift oil container have been permanently removed from the facility. The <br /> 55 gallon drum of used oil described in the SPCC plan as being in the Hazardous Materials Storage bin by the <br /> Material Storage bin and the hydraulic oil tank for the lift were said to have been removed more than six months <br /> ago. The Spill Prevention, Control, and Countermeasure (SPCC) Plan must be amended when there is a change in <br /> the facility design, construction, operation, or maintenance that materially affects its potential for a discharge, within <br /> 6 months of the change, and implemented as soon as possible, not later than 6 months following preparation of the <br /> amendment. Immediately make all necessary amendments to the SPCC Plan to accurately represent the <br /> procedures and policies currently in place at the facility. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #601 -Failure of Plan to fulfill basic requirements including a cross-referencing section. <br /> The Spill Prevention, Control, and Countermeasure (SPCC) Plan does not follow the order or requirements in 40 <br /> CFR Part 112, and a complete cross-reference was not provided. 40 CFR section 112.8 applies to the facility and is <br /> not part of the cross-reference or called out in the SPCC plan. If you do not follow the sequence specified in 40 <br /> CFR 112 for the Plan, you must prepare an equivalent Plan and supplement it with a section cross-referencing the <br /> location of requirements in 40 CFR 112 and the equivalent Plan. The SPCC Plan should include a complete <br /> cross-reference or follow the required sequence. <br /> ❑ This violation was corrected ❑ This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#618 -Failed to keep records of procedures, inspections, or integrity tests for three years. <br /> Copies of inspection for the annual inspections required by the SPCC plan and the referenced SP-001 standard <br /> were not found on site. Inspections and tests must be conducted in accordance with the written procedures <br /> developed in the Spill Prevention, Control, and Countermeasure (SPCC) Plan. Records of these inspections and <br /> tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of <br /> three years. Immediately locate a copy of all inspection and testing records for the last three years, maintain them <br /> on site, and submit copies to the EHD. <br /> Page 1 of 2 <br />
