The following is an itemized list of aboveground petroleum storage act violations that have not been addressed for Caltrans-Stockton as of June 11, 2020. Open violations from May 23, 2019 inspection Violation #301 -Failed to amend Plan as necessary. The 55 gallon drums and 100 gallon hydraulic lift oil container have been permanently removed from the facility. The 55 gallon drum of used oil described in the SPCC plan as being in the Hazardous Materials Storage bin by the Material Storage bin and the hydraulic oil tank for the lift were said to have been removed more than six months ago. The Spill Prevention, Control, and Countermeasure (SPCC) Plan must be amended when there is a change in the facility design, construction, operation, or maintenance that materially affects its potential for a discharge, within 6 months of the change, and implemented as soon as possible, not later than 6 months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to accurately represent the procedures and policies currently in place at the facility. ❑ This violation was corrected ❑ This violation will be corrected by (date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation #601 -Failure of Plan to fulfill basic requirements including a cross-referencing section. The Spill Prevention, Control, and Countermeasure (SPCC) Plan does not follow the order or requirements in 40 CFR Part 112, and a complete cross-reference was not provided. 40 CFR section 112.8 applies to the facility and is not part of the cross-reference or called out in the SPCC plan. If you do not follow the sequence specified in 40 CFR 112 for the Plan, you must prepare an equivalent Plan and supplement it with a section cross-referencing the location of requirements in 40 CFR 112 and the equivalent Plan. Copies of inspection for the annual inspections required by the SPCC plan and the referenced SP-001 standard were not found on site. Inspections and tests must be conducted in accordance with the written procedures developed in the Spill Prevention, Control, and Countermeasure (SPCC) Plan. Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years.
