Approve a Negative Declaration and direct the Clerk to file a <br /> Notice of Determination; and <br /> 2 . Approve Zone Reclassification Application No. ZR-87-27 based <br /> upon a determination that the proposed M-1 zone is consistent <br /> with the General Plan. <br /> BASES FOR ZONE RECLASSIFICATION ACTION <br /> 1 . "The proposed zone district is consistent with the General <br /> Plan. " <br /> ° Staff made an affirmative determination for this basis of <br /> approval . Under the General Plan/Zoning Consistency <br /> Matrix, the M-1 zone is a consistent implementation zone <br /> for the site ' s Limited Industrial designation. <br /> 2 . "The site of the proposed zone district is suitable for anmy <br /> of the land uses permitted within the proposed zone <br /> district . " <br /> Staff made an affirmative determination for this basis of <br /> approval . A discretionary permit is required for all M-1 <br /> uses. This requirement will ensure that the site is <br /> suitable for the particular use with which it is to be <br /> developed. <br /> 3 . "The proposed zone district is reasonable and beneficial at <br /> this time. " <br /> ° Staff made an affirmative determination for this basis of <br /> approval . The Board of Supervisors recently changed the <br /> site ' s General Plan designation from Highway Service to <br /> Limited Industrial . The reclassification from H-S to M-1 <br /> is necessary for the maintenance of General Plan/Zoning <br /> consistency, which is a State requirement . <br /> 4 . "The proposed zone district will not have a substantial <br /> effect on surrounding properties . " <br /> ° Staff made an affirmative determination for this basis of <br /> approval . The Initial Study concluded that reclassifica- <br /> tion from H-S to M-1 would not have a significant , adverse <br />
