Item No. <br /> PC : 11-5-87 <br /> ZR-87-27 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> On August 27 , 1987 , the Board of Supervisors approved a General <br /> Plan Amendment of the site ' s map designation from Highway <br /> Service to Limited Industrial (GP-85-10) . The site ' s zoning, <br /> H-S, must be changed because ( 1 ) H-S is not consistent with <br /> Limited Industrial and ( 2) State law requires that a County' s <br /> zoning be consistent with its General Plan. Under San Joaquin <br /> County's General Plan/Zoning Consistency Matrix, the zone pro- <br /> posed, M-1 , is consistent with Limited Industrial . Reclassifi- <br /> cation at this time will reestablish the required consistency <br /> within a reasonable period after the General Plan change . <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Access and Traffic/Circulation: <br /> Site access is provided from Eleventh Street . Site access from <br /> southbound Interstate Route 5 is provided through a median <br /> opening on Eleventh Street . Access from northbound Interstate <br /> Route 5 is provided at the Kasson Road interchange. <br /> Land Use and Agricultural Compatibility: <br /> The project site is surrounded on three sides by local and <br /> interstate road networks. Property located south of the pro- <br /> ject site is in agricultural use. Because of the site ' s rural <br /> location, it is not anticipated that industrial development <br /> will interfere with either existing or planned land uses in the <br /> vicinity. Specific land use proposals will be subject to ° <br /> discretionary applications that can be conditioned (or denied) <br /> to ensure land use compatibility. <br /> FACILITIES/SERVICES : <br /> Sewage Disposal , Water Supply, and Storm Drainage: <br /> Determination of the support services necessary for site deve- <br /> lopment will be developed under discretionary review procedures <br /> once a specific land use is proposed. <br /> Future site development would be subject to the following ser- <br /> vice requirements : <br />
