Item No. 1 <br /> PC : 11-5-87 <br /> ZR-87-27 <br /> Page 5 <br /> REFERRALS AND REPLIES <br /> On April 29, 1987 , application referrals were mailed to public <br /> agencies with a request that comments be returned no later than <br /> May 20, 1987 . <br /> Council of Governments COG ( letter of 5-12-87) : <br /> COG does not have an objection to the Zone Reclassification. COG <br /> states that the Reclassification will have no direct impact on <br /> traffic circulation in the project area. COG is concerned, <br /> however, with growth inducing impacts of the zone change. <br /> Local Health District ( letter of 5-18-87) : <br /> Although the Health District has no conditions to impose for the <br /> rezoning, the applicant should be advised that : <br /> ( 1 ) There are no public sewers available at this location. <br /> ( 2 ) Further development will be conditioned for dry uses, and <br /> only domestic type waste can be plumbed to the septic <br /> systems. <br /> ( 3) No hazardous wastes are to be used, stored, or disposed of in <br /> violation of State or local laws. <br /> ( 4) A package sewage treatment plant may be required depending on <br /> the type and number of uses . This is a high water area. <br /> ( 5) Uses may require a public water system. <br /> Department of Public Works ( letter of 5-21-87) : <br /> Public Works has no recommendation for the rezoning application. <br /> The Department notes, however, that the site ' s soil composition <br /> in high ground level may preclude the use of off-site drainage <br /> ponds for future developments. <br /> Caltrans ( letter of 6-12-87) : <br /> Caltrans notes that there are site access limitations along the <br /> frontage of Interstate Route 5 and Eleventh Street . Access is <br /> restricted to Eleventh Street through a 40-foot opening at the <br /> southwest corner of the site. <br /> As of September 29 , 1987 , the following public agencies have not <br /> commented on the application referral : <br />
