PLANNING COMMISSION MINUTES
APRIL 21, 1988
1. SPECIFIC ROAD PLAN APPLICATION NO. SP-88-1 OF CALIFORNIA CEDAR
PRODUCTS, ET AL (C/O JACK C. DOZIER) for amendment of the Wilcox Road
Specific Road Plan by reducing the planned sidewalk width from ten
feet to four feet, located along the east side of the 1400-foot future
Wilcox Road extension, south of State Route 88 , east of Stockton.
Continued from January 21, 1988. (Supervisorial District 3 )
Associate Planner Harry Islas introduced the item and Tom Gau, Public
Works, made a staff presentation.
Tom Gau, Department of Public Works, said that they would not support
a reduction of their standard to less than a 84 foot width. The con-
sultant who is reviewing the ordinances for Public Works may modify
the 84 foot width standard to less than that, but Public Works would
not be in a position to address that for at least six months to one
year. Mr. Gau indicated that Public Works could, however, support a
reduction in sidewalk width from 10 feet to 7 feet. Mr. Gau stated
that Public Works would not be supportive of offsetting the centerline
of Wilcox Road any further to the west because of its intersection
with Wilcox Road to the north of Waterloo Road.
Mr. Islas said he had held a conversation with Jack Dozier, the appli-
cant, who said he would be receptive to a reduction of sidewalk width
from ten feet to seven feet along Wilcox Road, without any change in
the alignment or right-of-way width.
PUBLIC HEARING OPENED
PROPONENTS: Jack Dozier, representing California Cedar Products, was
present and said that if they can reduce the sidewalks from ten feet
to seven feet, and if they move their fence, they will still be three
feet into the right-of-way, but their parking situation will be
feasible. If they lose more area than that, they will lose 40 parking
spaces. They only have approximately 70 spaces in their entire
facility.
Mr. Gau said he met with Mr. Dozier and discussed this alternative.
Public Works could not accept private parking within the right-of-way
at this time.
OPPONENTS: Joe Budiselich, 3014 Waterloo Road, asked if the plan
would affect the property on the west side of Wilcox Road.
The Planning Commission responded that, at this time, the west side of
the street would not be affected.
Mr. •Budiselich said he felt that the offset should be equal on both
sides of the streets.
PC: 4/21/88 BOS LETTER PAGE 4 MINUTES
