PC : 4-21-88 <br /> SP-88-1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission deny SP-88-1 based <br /> on the Findings listed below: <br /> FINDING FOR MODIFICATION OF THE WILCOX ROAD SPECIFIC PLAN <br /> "The proposed modification is consistent with the General Plan of <br /> San Joaquin County. " <br /> ° Staff was unable to make an affirmative determination for this <br /> finding. It is an adopted policy of the General Plan that <br /> Specific Road Plans should be adopted to protect future road <br /> rights-of-way. In the Wilcox Road area, this policy was imple- <br /> mented through adoption of the Wilcox Road Specific Plan. The <br /> Road Plan includes a requirement that sidewalks be at least 10 <br /> feet wide. <br /> PROJECT DESCRIPTION <br /> �i The present California Cedar proposal is an amendment of its <br /> original SP-88-1 request. Initially, California Cedar Products <br /> had asked for a six-foot westward shift in the future Wilcox Road <br /> right-of-way, south of State Route 88 . When it became apparent <br /> that California Cedar Products might not be able to acquire the <br /> additional six-foot right-of-way strip along the west side of <br /> Wilcox Road, the applicant asked the Planning Commission for per- <br /> mission to modify its amendment . The Planning Commission con- <br /> tinued the matter to its meeting of April 21 , 1988 . <br /> The present proposal is for modification of the right-of-way <br /> cross-section map of the Wilcox Road Specific Plan. Under the <br /> proposed modification, the sidewalk width would be reduced from <br /> ten feet to four feet along the future 1400-foot extension of <br /> Wilcox Road south from State Route 88. The other features of the <br /> adopted cross-section map would remain unchanged. <br /> The reason for the modification request is that the future <br /> 84-foot right-of-way line for Wilcox Road would encroach six feet <br /> into the established, on-site parking area of the California <br /> Cedar Products site. Although the California Cedar Products site <br /> has been fully developed, the request is made at this time as a <br /> preventative measure against any potential development project in <br /> the vicinity that would require construction of the Wilcox Road <br /> extension. <br /> i <br /> -2- <br />
