Item No. 1 <br /> PC : 7-2-85 <br /> Z-85-26 <br /> Page 1 <br /> STAFF ANALYSIS <br /> The applicant is requesting to reclassify 34 acres from GA-40 <br /> (General Agriculture/40-acre minimum parcel) to EA/AP (Exclu- <br /> sive Agriculture/Agricultural Products) . The applicant propo- <br /> ses to construct a building for the storage of packaging and <br /> crating material for the tomato packing operation currently on <br /> the site. <br /> Over the years, the site has developed under Use Permit provi- <br /> sions as follows: <br /> 1 . Parcel 25 ( 15 . 78 acres) , fresh tomato packing plant. <br /> 2 . Parcel 24 (4. 23 acres) , cucumber grading and sorting plant . <br /> 3. Parcel 23 (2 . 29 acres) , vacant (site of proposed storage <br /> plant . <br /> 4. Parcel 22 ( 11 . 49 acres) , vacant (future EA/AP uses) . <br /> The applicant indicates that the plant frequently receives <br /> packing and crating material delivered by truck as there is no <br /> storage area available at the tomato plant operation. <br /> Construction of a storage building for this material would <br /> actually reduce the number of truck deliveries. <br /> Storm drainage is currently contained on the vacant area; no <br /> change is proposed except for expansion of the ponds to serve <br /> the new building. <br /> One area of concern is the future use of the vacant area. <br /> There are uses permitted in the EA/AP zone which could possibly <br /> be developed on that parcel which could be incompatible with <br /> the area. Such uses include winery, meat processing, sugar <br /> plant , and fruit and vegetable processing. The applicant <br /> states, however, that his intentions are to develop the <br /> remaining area with similar processing of agricultural products <br /> which currently exist on the other sites. <br /> Based on the Initial Study, a Negative Declaration has been <br /> prepared for the project . <br /> FINDINGS <br /> A. The proposed zone is consistent with the General Plan: <br /> The EA/AP zone has been determined to be consistent with <br /> the General Plan designation of Agriculture. <br />
