Specifically, the County Building Inspector contends that the operation <br /> causes concentrations of airborne dust that are "hazardous" and therefore requires <br /> a classification of "H-3" under the Uniform Building Code (1982 ed.) . <br /> The applicant contests this assertion and contends that the amount of <br /> airborne dust caused by the operation does not equal a hazardous or dangerous <br /> situation.
