CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> QUALITY ASSURED PACKING, INC. <br /> STOCKTON TERMINAL <br /> EASTERN RAILROAD OF NEVADA CORP. <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1 . Quality Assured Packing, Inc. , (QAP) submitted a Report of Taste <br /> Discharg , dated 16 January 1990, and additional information, dated <br /> 14 Febru ry 1990, 26 April 1990, and 18 May 1990. <br /> 2. QAP owns a cannery site and five acres of permanent pasture used for CT <br /> wastewater disposal . QAP leases Assessor' s Parcel Nos. 101-80-17, <br /> 101-110-28, and 101-110-29 from Stockton Terminal and Eastern Railroad of <br /> Nevada Corporation to dispose of wastewater through irrigation. QAP was <br /> granted an easement from Stockton Terminal and Eastern Railroad of Nevada <br /> Corporation ( landowner) for irrigation of Parcel Nos. 101-110-30, <br /> 101-120-07, 101-130-14, and 101-130-46 with wastewater. QAP, Stockton <br /> Terminal , and Eastern Railroad of Nevada Corporation are hereafter <br /> referred to as Discharger. <br /> 3. On 20 May 1988, the Board adopted Waste Discharge Requirements Order No. <br /> 88-094, which prescribed requirements for a discharge up to 0.125 million <br /> gallons per day (mgd) of process wastewater during apricot canning season, <br /> beginning after 1 June and ending prior to the tomato canning season, and J <br /> up to 0.45 mgd during a 90-day tomato canning season from July through <br /> October. <br /> 4. On 12 August 1988, the Board adopted Order No. 88-152 requiring QAP to <br /> cease and desist from discharging waste contrary to waste discharge D <br /> requirements, specifically causing odors. Board Orders 88-094 and 88-152 <br /> will remain in full force and effect. <br /> 5. The Discharger proposes to extend operations at its plant to year-round <br /> with a maximum discharge of 1 mgd in June (apricot or tomato canning, <br /> depending on the market) , 1.5 mgd July through September (tomato canning, U <br /> 0.75 mgd in October (tomato canning) , and 0.075 mgd November through May <br /> (sauce operations) . <br /> 6. Process wastewater is screened and then treated in a 0.44 mgd dissolved <br /> air flotation (DAF) unit to remove solids. A second DAF unit will be <br /> installed as wastewater discharge volumes increase, when combined flows of <br /> process wastewater and wash water approach 0.97 mgd.
